SD Senate Appropriations Committee advanced one bill on January 15

amt-wagon-coalYesterday, Jan 15, the SD Senate Appropriations Committee took up SB 28. Since it was only legislative day 3, I hadn’t event checked to see if any bills would be taken up and missed this one. The appropriations committee almost made me miss my resolution of reading and commenting on every bill that is submitted! Here are my comments about this bill.

SB 28 – Authorize the Board of Regents to sell certain extraneous real property to the City of Brookings, to deposit the proceeds in the school and public lands trust for the benefit of South Dakota State University, and to declare an emergency.

This bill will allow the Board of Regents to sell some property to the City of Brookings. The property was apparently used years ago to unload coal for the SDSU heating plant, which no longer actually uses coal for fuel. Since the property land-locked by land owned by the City of Brooking, it would allow the city to actually utilize this property that is no longer in use. There doesn’t appear to be any reason for resistance to this bill. It allows the state to get rid of land that is no longer needed and allows the City of Brookings to purchase land that they can actually use. The reason this bill was taken up so soon is because the city needs to replace a shop that had been damaged in a fire and would like to purchase this property immediately so they can replace the shop. The bill has an emergency clause so it can take effect immediately after being passed into law.

The bill passed in committee by a vote of 8-0. There is no reason to believe it won’t be passed by both the Senate and House and then signed by the Governor quickly.
