Here are the bills on the House and Senate floors for Jan 23. Today is legislative day 8. According to Joint Rule 6B-3 today is the final day for a legislator to introduce three of their four total allowed Concurrent Resolutions.

House:

Motions & Resolutions

HCR 1001 – How does a legislature pass a massive “revenue enhancement” without the backlash of it being called a massive tax hike? Easy, by trying to focus on the different between a tax and a fee.

Consent Calendar Items – 

HB 1016 – Simple bill to change auditing standards used by DOR from 2014 to 2015. My post prior to the House Taxation Jan 22 committee meeting.

HB 1017 – Repeal certain outdated and unnecessary provisions related to the Department of Revenue.  My post prior to the House Taxation Jan 22 committee meeting.

HB 1019 – Revise certain provisions regarding exemptions from sales and use taxation of farm machinery, attachment units, and irrigation equipment used exclusively for agricultural purposes. My post prior to the House Taxation Jan 22 committee meeting.

HB 1031 – Repeal certain provisions regarding former state-owned rail lines. My post prior to the House Transportation Jan 22 committee meeting.

Bills – 

HB 1018 – Revise the sales and use tax exemptions for farm machinery. My post prior to the House Taxation Jan 22 committee meeting.

HB 1012 – Revise certain provisions regarding child welfare agencies. My post prior to the House Health & Human Services Jan 22 committee meeting.

SB 28 – Allows SDSU to see an unused piece of land to the City of Brookings.  My post after the Senate Appropriations Jan 15 committee meeting.

Commemorations – 

HC 1004 – Commending the Sioux Valley High School Competitive Cheer Team and coaches for the 2014 South Dakota State Class A Competitive Cheer championship.

Senate

Consent Calendar Items – 

SB 64 – Revise certain provisions regarding the registration of business names. My post prior to the Senate Local Government Jan 21 committee meeting.

SB 29 – Establish provisions for auxiliary members to serve on the Board of Pardons and Paroles. My post prior to the Senate Judiciary Jan 22 committee meeting.

Bills –

SB 34* – Revise certain provisions concerning the administration of benefits provided to veterans.  My post prior to the Senate State Affairs Jan 21 committee meeting. * This was on the Senate floor on Jan 22, but was deferred until Jan 23.

SB 67* – Expedites the court process to challenge a petition. But as I said before, it doesn’t extend the time to actually challenge a petition.  My post prior to the Senate State Affairs Jan 21 committee meeting. * This was on the Senate floor on Jan 22, but was deferred until Jan 23.

SB 21** – Revise the income guidelines for the paraplegic property tax relief program. My post prior to the Senate Tax Jan 21 committee meeting. ** This was on the Jan 22 consent calendar, but it was removed and will be taken up on the floor on Jan 23.

SB 30** –  Revise the review process for rate and policy form filing denials for insurers. This was amended in committee to reflect the chapter. It did have one nay to being placed on consent calendar. My post prior to the Senate Commerce Jan 20 committee meeting. ** This was on the Jan 22 consent calendar, but it was removed and will be taken up on the floor on Jan 23.

SB 20 – Revise the income guidelines for the paraplegic property tax relief program. My post prior to the Senate Taxation Jan 21 committee meeting.

SB 14 – Provide for the possession and administration of opioid antagonists by first responders for the treatment of drug overdoses. My post prior to the Senate Health & Human Services Jan 21 committee meeting.

SB 66 – Revise certain provisions regarding the county renaming process. My post prior to the Senate Local Government Jan 21 committee meeting.

SB 13 – Require certain persons convicted for human trafficking to register as sex offenders. My post prior to the Senate Judiciary Jan 22 committee meeting.

Commemorations –

SC 1 – Celebrating and honoring Tabor’s Annual Czech Days festivities on the occasion of its sixty-seventh anniversary on June 18, 19, and 20, 2015.

SC 2 – Commending and honoring Dr. Curtis R. Johnson as the 2014 USA Section President of the International College of Dentists, for his dedicated volunteer service, and for his devotion to the medical profession.
