On Tuesday, January 27th, the House Agricultural and Natural Resources committee will take up six bills.

HB 1039 – SoDakLiberty Posts – Revise certain provisions related to the regulation of grain buyers and grain warehouses.

The Public Utilities Commission (PUC) asked for this bill. Most interesting is the change from a “wholly owned subsidiary” to “subsidiary”. Also interesting to me was finding out the PUC handles grain warehousing.

HB 1040 SoDakLiberty Posts – Revise the statute of frauds within the uniform commercial code with respect to the sale of pulse crops.

Another PUC bill. This adds “pulse crops” to the list. I happen to have a farmer in my office and he just informed me a “pulse crop” would be grain legumes such as dry beans and dry peas.

HB 1053 – SoDakLiberty PostsRepeal and revise certain outdated provisions related to the Department of Game, Fish and Parks.

The Department of Game Fish and Parks (GFP) asked for this bill. I don’t see any red flags in this bill.

HB 1054 – SoDakLiberty PostsRevise certain record keeping and inspection requirements for fur dealers.

Another GFP bill.

HB 1055 – SoDakLiberty PostsRepeal certain outdated and unnecessary statutes and administrative rules related to the Department of Agriculture.

The SD Department of Agriculture asked for this bill. There are 58 sections of code that will be deleted via this bill. Some possible areas to dig deeper into include: shelter belt programs, code dealing with flaxseed, code relating to the PUC… I don’t necessarily see any red flags. But there are so many sections of code repeal that I simply don’t have the time to research this bill.

HB 1056 – SoDakLiberty PostsRevise certain provisions regarding the Department of Agriculture.

One more Dept of Ag bill. Some of this is language cleanup. Notably references to the “Black Hills forest fire protection district” is renamed to “Black Hills Forest Fire Protection District”.  This bill removes the bond requirement for the Secretary of Ag. A definition was added for “Manipulated manure”.
