Here are the bills on the Senate  floors for Jan 27, which begins at 2:00 PM central.

One interesting bill to watch today is SB11; which failed to pass on the Senate floor yesterday. It will be interesting to see if Sen Novstrup got enough votes in his motion to reconsider. SB 63 was deferred yesterday, it will be interesting to watch because some claim it would undo IM 17 and prevent people from choosing their doctor.

Motions & Resolutions

SCR 1 – SoDakLiberty Posts – Commending the improvements to health care in South Dakota achieved by the system of care established by the community-based Mission: Lifeline initiative.

SB 11 – SoDakLiberty PostsRestore the chief agent of the Division of Criminal Investigation to a former position under certain circumstances.

This bill failed on the senate floor on Jan 26. Immediately after failing Sen Novstrup asked for the vote to be reconsidered. Today the Senate will vote on whether to vote for the bill again. Sen Greenfield spoke against the bill because it wasn’t driven by anything, it only deals with a hypothetical. The red-tape review found this language was not needed, so it was removed; and this bill tries to bring the language back. The bill died 13-20, I guess we find out today if Sen Novstrup found enough votes to swing this bill into a pass.

Consent Calendar Bills

SB 10SoDakLiberty Posts – Revise certain provisions concerning the classes of investments used for state funds.

Senate Bills

SB 60 – SoDakLiberty PostsProvide newborn screening of inherited and genetic disorders.

It will be interesting to see if the conservative Senators are OK with the DOH saying inherited and genetic disorders should be tested for.

SB 63 – SoDakLiberty PostsAdopt the Interstate Medical Licensure Compact.

This might be one fun to watch. Certain groups have been stating this bill would actually undo IM 17, the doctor choice initiated measure passed by the voters of SD last year.

SB 67 – SoDakLiberty Posts – Revise certain provisions regarding challenges to certain election petition signatures. This bill was deferred to Jan 26.

This is a good bill because of the court portions of a petition challenge are expedited. The only problem is it doesn’t actually increase the amount of time to challenge a petition.

SB 21 – SoDakLiberty Posts – Revise the income guidelines for the paraplegic property tax relief program. This bill was deferred to Jan 26 after previously being removed off the consent calendar.

SB 66 – SoDakLiberty Posts – Revise certain provisions regarding the county renaming process. This bill was deferred to Jan 26.

SB 39 – SoDakLiberty PostsMake an appropriation for costs related to disasters in the state and to declare an emergency.

SB 9SoDakLiberty Posts –  Revise certain provisions regarding the transfer of funds administered by the state investment officer.

Commemorations

HC 1005 –  SoDakLiberty Posts – Honoring Paul Young of Spearfish as the 2014 winner of the South Dakota Municipal League Excellence in Municipal Government Award.
