Senate Ed has two bills plus some other items on the agenda for Thurs Jan 29

January 28, 2015

Iron-Fence-with-Gate-by-Merlin2525On Thursday, January 29th, the Senate Education committee will possibly take on 2 bills. It also has some other items on the agenda. Midwestern Higher Education Compact (MHEC) will do a presentation. There is possible action for the Governor Appointment of Judge John Bastian to the Board of Regents and Governor Reappointment of Donald Kirkgaard to the SD board of Education. Also Secretary Schopp will provide an update on the “Smarter Balanced Assessment Field Results.”

SB 89 – SoDakLiberty Posts –Require the development of school safety plans and to require the conduct of lockdown drills in accredited schools.

Sen Tidemann (R, Dist 7) is the prime sponsor of this bill. This bill would require all accredited schools to create a “school safety plan” and have lockdown drills in the event of a violent incident. This is a waste of legislative and school time. This should be decided on a case by case basis at the local level. Emergency managers have to determine the risk and impact of any given scenario and from there decide if a full plan and drill are necessary. The legislature cannot decide that. Any time put into a plan such as this might take away from planning for more imminent emergencies. The plan described will take a lot of time and resources to create and practice. I don’t really think Tidemann expects the bill to pass. I say that because the deadline for having the plan completed is August 1, 2015… That is this year! I guess this will give Tidemann a chance to show he is responding to situations that make headlines in the mainstream media. Maybe I’ll go to the Brookings Cracker Barrel this Saturday and see if Tidemann has anything to say about the bill.

SB 42 – SoDakLiberty PostsRevise certain provisions relating to the filing of student birth certificates.

This was deferred from the committee meeting on Jan 27. Here are my notes from the post before that meeting:

Another Dept of Ed bill. Some of this is language cleanup. It also adds a number of documents that can be used in place of a birth certificate when enrolling in a school (public or nonpublic).

The reason we think we need all these plans is because our education system is still in the dark ages. We are still plowing with the ox and stick. There are no creative thinkers in the education systems. There are no visionaries either.

I was thinking this morning about all the worthless crap I had to study in college. It didn’t make me a “more rounded person.” I don’t think there is a single test I took in college and got an A on that ( which was most of them), I could pass today. It doesn’t matter because it was just BS in the first place. I manage very well today without them.
