House Appropriations has 6 bills on Fri Jan 30

On Friday, January 30th, at 8:00 AM the SD House Appropriations committee will take on 6 bills.

HB 1002 – SoDakLiberty Posts – Make an appropriation to the Department of Revenue to provide for the electronic submission of reports and taxes related to alcoholic beverages and to declare an emergency.

The interim Interim Alcoholic Beverage Shipping and Distribution Committee asked for this bill. This would appropriate $100,000 for the electronic tax collection technology used for reports and taxes related to alcoholic beverages.

HB 1041 – SoDakLiberty Posts – Increase certain driver and commercial driver licensing application fees and to dedicate certain revenue for the purpose of operating the driver license program.

The SD Department of Public Safety (DPS) asked for this bill. The application fee would go from $20 to $28, and the fee for a duplicate license goes from $10 to $15. A CDL application goes from $25 to $35. Hmm, that is quite a fee increase (I better not call it a tax raise).

HB 1047 – SoDakLiberty PostsRevise certain revision provisions relating to the General Appropriations Act for fiscal year 2013.

The SD Bureau of Finance and Management (BFM) asked for this bill. I haven’t dug deep into this one. It seems to be carrying over funds appropriated from 2013 to 2016.

HB 1050 – SoDakLiberty PostsRepeal certain funds, to make revisions to receipts dedicated to the property tax reduction fund, and to create the general revenue replacement fund.

Another BFM bill. I’m going to have to listen to testimony on this one. I have too many questions to post them here.

HB 1092 – SoDakLiberty PostsEstablish the rural school teacher recruitment assistance program, and to make an appropriation to the education enhancement trust fund to provide for the annual funding of the program.

Rep Holmes (R, Dist 14) is the House prime sponsor of this bill. This bill establishes a “rural school teacher recruitment assistance program”. There is way too much going on this with this bill for a summary post such as this. But it does appropriate $1,500,000 for the Act.

HB 1046 – SoDakLiberty PostsRepeal certain provisions regarding zero based budgets and the coordination of federally aided programs.

This bill was deferred from the Jan 23 meeting. Here are my notes preceding that meeting:

The Bureau of Finance and Management (BFM) is the source of this bill. This bill repeals all code in Zero Based Budgets (§ 4-7A) and Coordination of Federally aided Programs (§ 4-8B).
