House Transportation committee has 2 bills on Tues Feb 17

bicycle-philippe-colin-01On Tuesday, February 17th, at 11:00 AM the SD House Transportation committee will take on 2 bills.

HB 1214 – SoDakLiberty PostsRequire all bicyclists on a highway to wear fluorescent or reflective garments.

Rep Nancy Rasmussen (R, Dist 17) and Sen Brock Greenfield  (R, Dist 2) are the prime sponsors. 2015 must be the year of bad bicycle bills. First there is a bill that technically makes it less safe for bike riders, all in the name of raising awareness (HB 1030 – SoDakLiberty Posts)… And now there is a bill that requires bicycle riders to wear certain clothing. I don’t feel this bill warrants further comments…

SB 107 – SoDakLiberty Posts – Increase the period an instructor permit is valid and to revise the requirements to upgrade to an operator’s licence or a restricted minor’s permit.

Sen Craig Tieszen (R, Dist 34) and Rep Mike Verchio (R, Dist 30) are the prime sponsors. This bill passed Senate Transportation and the Senate floor with no opposition. Here are my thoughts about the bill prior to the House committee hearing:

Extending the time for a permit doesn’t rush the process. I’m going through helping a second teenager learn to drive now. I can say each of the two so far has been very different in how they progress. I don’t know the reasoning behind this bill, but from my viewpoint the change makes sense.
