Senate State Affairs committee has 8 bills on Fri Feb 20

oldtimepetrolstandOn Friday, February 20th, at 10:00 AM the SD Senate State Affairs committee will take on 8 bills.

** This meeting is important. Next Tuesday is the last opportunity for committees to get the bills from their chamber moved on to the floor. This committee does not have a scheduled committee meeting until next Wednesday.

I don’t see most, if any, of these tax increases going anywhere. All of the transportation tax and fee hikes are being negotiated in the big infrastructure funding bills.

SB 134 – SoDakLiberty Posts – Accommodate legislation to revise the capital outlay property tax levy for school districts.

Sen Tim Rave (R, Dist 25) and Rep Brian Gosch (R, Dist 32) are the prime sponsors. This is a hoghouse vehicle bill.

SB 103 – SoDakLiberty Posts – Authorize townships to levy a capital improvement property tax for secondary roads, bridges, and culverts.

Sen Mike Vehle (R, Dist 20) and Rep Burt Tulson (R, Dist 2) are the prime sponsors. The bill is actually pretty short:

Section 1. The township board of supervisors may authorize an annual property tax levy not to exceed fifty cents per thousand dollars of the taxable valuation of the township for the secondary road capital improvement fund for projects and purposes as defined in section 2 of this Act. The capital improvement tax levy authorized by this section is in addition to the levies authorized in §§ 10-12-28 and 31-13-22. Any tax levy imposed pursuant to this section is exempt from the tax limitations imposed on a township pursuant to chapter 10-13.
Section 2. The township board of supervisors may establish a secondary road capital improvement fund for the purpose of constructing, reconstructing, repairing, and maintaining secondary roads, bridges, and culverts under the jurisdiction of the township board of supervisors.

SB 148 – SoDakLiberty Posts – Increase the tax on certain motor fuels to finance improvements on the public highways and bridges.

Sen Mike Vehle (R, Dist 20) and Rep Mary Duvall (R, Dist 24) are the prime sponsors. This would increase the gas tax on motor fuel from $0.22 per gallon to $0.28 per gallon; the gas tax on ethyl alcohol and methyl alcohol from $0.08 per gallon to $0.14. It also provides a tax for biodiesel.

SB 149 – SoDakLiberty Posts – Revise certain provisions regarding the maximum wheel tax that may be imposed by a county.

Sen Mike Vehle (R, Dist 20) and Rep Mary Duvall (R, Dist 24) are the prime sponsors. This would increase the wheel tax maximum from $16 to $48 per vehicle.

SB 150 – SoDakLiberty Posts – Require certain motor vehicles to pay an additional registration fee.

Sen Mike Vehle (R, Dist 20) and Rep Mary Duvall (R, Dist 24) are the prime sponsors. This bill would create a new fee of $80 for electric vehicles and $40 for hybrid vehicles.

SB 151 – SoDakLiberty Posts – Revise the distribution of the revenue from petroleum release compensation and tank inspection fees.

Sen Mike Vehle (R, Dist 20) and Rep Mary Duvall (R, Dist 24) are the prime sponsors. This changes the allocation of the funds. I didn’t dig too deep, because I would expect this to be included in the big infrastructure bills if it was actually going to pass.

SB 139 – SoDakLiberty Posts – Authorize the increase in the number of video lottery machines that may be placed in a licensed establishment under certain conditions.

Sen Dan Lederman (R, Dist 16) and Rep Steve Westra (R, Dist 13) are the prime sponsors. This would increase the number of video lottery machines from 10 to 15 per licensed establishment.

SB 140 – SoDakLiberty Posts – Accommodate legislation relating to education in South Dakota.

Sen Dan Lederman (R, Dist 16) and Rep Steve Westra (R, Dist 13) are the prime sponsors. This is a hoghouse vehicle bill.
