House Appropriations committee has 5 bills on Tues Feb 24

Architetto----DemolizioneOn Tuesday, February 24th, at 9:00 AM the SD House Appropriations committee will take on 5 bills.

*** This meeting is important. All House bills have to be moved on the floor for Crossover day on Wednesday. Two of these bills are House bills, so they must have action taken during this meeting.

SB 24 – SoDakLiberty PostsAuthorize the Board of Regents to demolish buildings on the campus of South Dakota State University and to make an appropriation therefor.

The SD Board of Regents (BOR) asked for this bill. It passed the House with no opposition. This will allow the board of regents to demolish a bunch of single-family residence facilities at SDSU so the facilities can be replaced with “lower maintenance and more efficient housing better suited to the long-term needs of the university.” $250,000 would be appropriated for this demolition bill.

SB 26 – SoDakLiberty PostsAuthorize the Board of Regents to demolish the veterinary isolation building on the campus of South Dakota State University and to make an appropriation therefor.

The SD Board of Regents (BOR) asked for this bill. It passed the House with no opposition. Another demolition for SDSU. This bill would appropriate $70,000 to demolish the veterinary isolation building.

SB 110 – SoDakLiberty Posts – Revise the authority granted to the Building Authority and to the Board of Regents to construct an information system building on the campus of Dakota State University in Madison.

Sen Scott Parsley (D, Dist 8) and Rep Leslie Heinemann (R, Dist 8) are the prime sponsors. It passed the House without opposition. This bill raises the appropriated funds for construction from $10,000,000 to $11,4000,000.

BILLS FOR POSSIBLE ACTION WHICH HAVE HAD PRIOR HEARING.

HB 1046 – SoDakLiberty PostsRepeal certain provisions regarding zero based budgets and the coordination of federally aided programs.

The Bureau of Finance and Management (BFM) is the source of this bill. It keeps getting deferred. This bill repeals all code in Zero Based Budgets (§ 4-7A) and Coordination of Federally aided Programs (§ 4-8B).

HB 1228 – SoDakLiberty PostsEstablish the state debt collection office.

Rep Justin Cronin (R, Dist 23) is the prime sponsor. This is a hoghouse vehicle bill. The Senate version of this bill (SB 59 – SoDakLiberty Posts which wasn’t a hoghouse vehicle bill) was tabled. This bill was filled with the language the Department of Revenue wants. SD does not need to expand government just to be used against citizens of the state.
