Senate Judiciary committee has 2 bills on Tues Feb 24

On Tuesday, February 24th, at 8:00 AM the SD Senate Judiciary committee will take on 2 bills.

HB 1096 – SoDakLiberty PostsRevise certain procedures for issuing a permit to carry a concealed pistol.

Rep Jim Stalzer (R, Dist 11) and Sen Jeff Monroe (R, Dist 24) are the prime sponsors. It passed House State Affairs 10-2 and the House floor 52-15. This bill revises a few areas of permit law. This bill would allow the concealed carry permit to meet certain requirements that would make purchasing guns go quicker and easier. This includes certain changes to background checks.

HB 1116 – SoDakLiberty PostsRepeal and revise certain provisions relating to the requirements for a permit to carry a concealed pistol.

Rep Jim Stalzer (R, Dist 11) and Sen Ernie Otten (R, Dist 6) are the prime sponsors. It passed House State Affairs 7-5 (after failing once 6-5) and the House floor 44-23. This is a true constitutional carry bill. Primarily this removes the penalty for concealed carry without a permit.

    I like the idea of being able to carry. I have no intentions of doing so because that would give the Capitol security the excuse to kill me because they would like to do that. I’ve pissed them off too many times. Once an officer started to draw a gun on me. Fortunately, it was during a legislative session and the Capitol was full of people.
