House State Affairs committee has 5 bills on Weds Feb 25

mengamblingOn Wednesday, February 25th, at 7:45 AM the SD House State Affairs committee will take on 5 bills.

SB 57 – SoDakLiberty PostsAuthorize and regulate the playing of craps, roulette, and keno within the city limits of the city of Deadwood.

The SD Department of Revenue asked for this one. This bill passed Senate State Affairs 7-1 and the Senate floor 27-7. Here is what I said about the bill before:

This is the legislature actually implementing Amendment Q, which was passed by the voters last fall. It is worth noting that casinos in Deadwood still have a limitation for number of machines. So if they add a craps, roulette, or keno station they must take something away. In listening to the hearing it appeared the opposition came because of opposition to gambling altogether. But this is a good bill, it will allow Deadwood to be competitive in their industry nationwide.

SB 8SoDakLiberty Posts – Exempt certain transactions entered into by the State Investment Council and Division of Investment from certain procurement requirements..

The SD Investment Council asked for this bill. This was heavily amended in Senate State Affairs. Including the addition of the Division of Investment. I am not sure what the new bill is about. It passed Senate State Affairs and the Senate floor with no opposition.

SB 9SoDakLiberty Posts –  Revise certain provisions regarding the transfer of funds administered by the state investment officer.

Another Investment Council bill. It passed Senate State Affairs and the Senate floor with no opposition. This has some cleanups, including a reference to the South Dakota Cement Plant retirement fund. But most notable is changes relating to money being transferred into the investment council expense account,

SB 10SoDakLiberty Posts – Revise certain provisions concerning the classes of investments used for state funds.

One last investment council bill. It passed Senate State Affairs and the Senate floor with no opposition. This has a slight language fix and also remove a reference to the South Dakota Cement Plant retirement fund.

SB 49 – SoDakLiberty PostsAuthorize the Department of Game, Fish and Parks to sell a portion of railway right-of-way to the City of Deadwood.

The SD Department of Game, Fish and Parks (GFP) asked for this bill. It passed Senate State Affairs and the Senate Floor with no opposition This would allow the GFP to sell real property in Deadwood.
