Senate Appropriations committee has 8 bills on Fri Feb 27

mystica-Coins-MoneyOn Friday, February 27th, at 8:00 AM the SD Senate Appropriations committee will take on 8 bills.

HB 1002 – SoDakLiberty Posts – Make an appropriation to the Department of Revenue to provide for the electronic submission of reports and taxes related to alcoholic beverages and to declare an emergency.

The interim Interim Alcoholic Beverage Shipping and Distribution Committee asked for this bill. This bill passed House Appropriations 8-0 after being amended down to a dollar. The original amount appropriated was $100,000 for the electronic tax collection technology used for reports and taxes related to alcoholic beverages. The amended bill passed the House floor 59-9.

HB 1015 – SoDakLiberty Posts – Repeal certain provisions regarding the South Dakota Risk Pool.

This bill is at the request of the SD Bureau of Human Resources. The bill was amended in the House Health and Human Services committee and flew through the House with no opposition.

HB 1042 – SoDakLiberty PostsAuthorize the Department of Public Safety to construct offices in Butte County and Roberts County, to make an appropriation therefor, and to declare an emergency.

This bill is for the SD Department of Public Safety. It passed House Appropriations 8-0 and the House floor 64-3. This bill appropriates $196,850 for new facilities in Butte County and Roberts County.

HB 1047 – SoDakLiberty PostsRevise certain reversion provisions relating to the General Appropriations Act for fiscal year 2013.

This bill passed House Appropriations 8-0 where it was amended to fix the title. It passed the House floor 65-3. This bill would carry over funding used for the South Dakota Public Safety Improvement Act, which was passed into law in 2013 (SB 70). This bill doesn’t allow more funding, it just carries the originally approved funding another year

HB 1048 – SoDakLiberty PostsRevise certain provisions regarding state hosting and employee reimbursement policies.

The SD Bureau of Finance and Management (BFM) asked for this bill. This bill passed House Appropriations 9-0 and the House floor 57-10. This would bring the state reimbursement for certain meals in line with what is practiced in most corporations.

HB 1049 – SoDakLiberty PostsRepeal certain provisions regarding reversions of appropriations for a repealed tax refund program.

The Bureau of Finance and Management (BFM) is the source of this bill. It passed through the House without opposition. This bill repeals all code in Zero Based Budgets (§ 4-7A) and Coordination of Federally aided Programs (§ 4-8B).

HB 1050 – SoDakLiberty PostsRepeal certain funds, to make revisions to receipts dedicated to the property tax reduction fund, and to create the general revenue replacement fund.

The SD Bureau of Finance and Management (BFM) asked for this bill. This bill passed House Appropriations 8-0 and the House floor 58-11. This puts funds directly to the general fund that were in special purpose funds. It appears this might be a way for the executive branch to get around using money the way they are supposed to.

HB 1188 – SoDakLiberty PostsMake an appropriation to the Department of Environment and Natural Resources to develop a hydrologic model of the lower Big Sioux River Basin in southeast South Dakota and to declare an emergency.

The SD Office of the Governor asked for this bill. This originally appropriated $500,000 for this project, but was amended down to $1 in House Appropriations, where it passed 9-0. It went on to pass the House floor 53-14.
